The Legislative committee on Local Fund Accounts is constituted by amending the rules of procedure and conduct of business in the Kerala Legislative Assembly in notification No.27/Legn/21/2002/Leg/18.2.2003.The committee is constituted

1. To examine the Consolidated Appropriation Accounts showing the appropriation ofsums granted by the   Legislative Assembly for Local Bodies, Autonomous and Semi Autonomous Bodies etc.
2. To examine the statement of accounts showing the income and expenditure of all theinstitutions included in the schedule under section 3(1) of the Kerala Local Fund Audit Act 1994.
3. To consider the audit report of the Director of Local Funds and accounts of a fund administered by a local authority which, though nor part of a GovernmentDepartment has been established by or under law or orders of the Government or any other fund which the Government may by notification in the Gazette declare to be a Local Fund.
4. To examine the consolidated report of the accounts audited by the Director of LocalFund Audit which is laid annually before the Legislative Assembly by the Government.

The Chairman of Local Fund Accounts Committee at present  is Shri.Varkala Kahar and the members are as follows.

The main responsibility of the Committee is to examine the Consolidated  Audit Reports of the accounts audited by the Director of Local Fund Audit Department which is laid annually before the Legislative Assembly. In addition to this, Committee also examines the Audit Report on Local Self Government Institutions submitted by the Comptroller and Auditor General of India by amending the Rule 261(G) of the rules of procedure and Conduct of Business in the Legislative Assembly.

Altogether the Honourable Local Fund Accounts Committee has considered the consolidated reports of accounts audited by the Director of Local Fund Audit for the years 1998-99, 1999-2000, 2000-01, 2001-02, 2002-03, 2003-04, 2004-05, 2005-06, 2006-07, 2007-08, 2008-09, 2009-10, 2010-11,    2011-12.

20 sittings of the Local Fund Accounts Committee (2011-14) and the first meeting of the Local Fund Accounts Committee (2014-16) were held during the year 2013-14 and gave its recommendations for the smooth and proper functioning of the Local Self Government Institutions and other Institutions.

Local Fund Accounts Committee (2011-14) has submitted following reports before the Legislative Assembly during the year 2013-14.

The Honourable Local Fund Accounts Committee (LFAC) examine the audit observations included in the Consolidated Audit Report by taking all views, and call for evidence from related parties.  Based on their findings,  reports are prepared to submit before the Assembly.  The Honourable Local Fund Accounts Committee 2014-16 has considered the Consolidated Audit Reports from 1999 to 2012-13.  The Committee has issued 6 reports which contain their decisions and various recommendations for smooth and proper functioning of the Local Self Government Departments (LSGD) and other Institutions.  Local Fund Accounts Committee 2014-16 has conducted 30 meetings during 2014-15 and considered Consolidated Audit Reports from 1999 to 2012-13.
